The Rudd Labor Government's insulin pump subsidy program for Australian children with type 1 diabetes is fundamentally flawed and needs an urgent overhaul, according to Liberal Senator Guy Barnett and Hon. Judi Moylan MP, President of the Parliamentary Diabetes Support Group (PDSG).
"The Government needs to get serious about its commitment to children with type 1 diabetes," they said.
"Labor made big promises but have not delivered."
Since the program started on 1 November 2008, there have been only 3 successful applications (as at 11 February 2009).
The Government program costing $5.3 million over four years provides a subsidy of between $500 and $2,500 to offset the cost of an insulin pump, which costs approximately $7000 or more.
"There are more than 11,000 young Australians under the age of 18 with type 1 diabetes, and 1,000 new cases each year," they said.
"This program was designed to support young people and their families who can't afford an insulin pump, but it is flawed and the subsidy is insufficient."
Insulin pumps assist with keeping glucose at more stable levels and assist in the reduction of complications. Insulin pump therapy can replace multiple daily insulin injections for those with type 1 diabetes and allows them to enjoy a higher quality of life.
Federal Health Minister Roxon launched the program on 1 November 2008 saying that up to 700 young people under 18 years would benefit, with $0.9 million allocated in the 2008/09 financial year.
Evidence shows that since the program started the Government has received over 2000 hits on its website regarding the subsidy. There have also been 200 subsidy enquiries and 65 applications, but only 3 pumps provided. (Statistics at 11 Feb 2009)
Senator Barnett will be scrutinising the Government in Senate Estimates Hearings on Wednesday of this week about the Government's program and commitment to support children with type 1 diabetes.
Senator Guy Barnett is an Executive Member of the Parliamentary Diabetes Support Group and is the only Federal Parliamentarian with type 1 diabetes. Senator Barnett uses an insulin pump.
The Hon. Judi Moylan is President of the Parliamentary Diabetes Support Group (PDSG).
